Shanghai Government Scholarship (SGS)
上海市外国留学生政府奖学金
Scholarship established by the Shanghai Municipal People's Government in 2006 to attract outstanding international students to study at higher education institutions in Shanghai. Divided into Type A (full scholarship) and Type B (partial scholarship). Type A covers tuition, accommodation, living expenses, and medical insurance; Type B covers tuition and medical insurance only.

- Coverage
Type A (Full Scholarship): covers tuition fees, accommodation expenses, living expenses (monthly stipend), and comprehensive medical insurance premiums during the corresponding study period.
Established for excellent prospective students applying for postgraduate, undergraduate, and pre-college programs. Type B (Partial Scholarship): covers tuition fees and comprehensive medical insurance only; does NOT include accommodation or living stipend.
Established for postgraduate and undergraduate applicants. Type A monthly living stipend by level, per the Shanghai Municipal Finance Bureau standard (沪财教[2015]55号), disbursed monthly by host universities: undergraduate/pre-college CNY 2,500/month, master's CNY 3,000/month, doctoral CNY 3,500/month (equivalent to annual figures of CNY 30,000 / 36,000 / 42,000).
The official edu.sh.gov.cn English page itself does not print these amounts, but they are the governing Finance Bureau standard and are reflected in current university SGS guides.
- Eligibility
Non-Chinese citizens in good health. Age limits: undergraduate ≤25, master's ≤35, doctoral ≤40, pre-college ≤23. Applicants must generally achieve HSK Level 4 or above for Chinese-taught programs (individual universities may require higher, e.g.
HSK 5). Must not concurrently receive other scholarships offered by Chinese government or organizations. Strong academic performance required.

Application period generally February to April each year. Students apply via the official Study in Shanghai website (study-shanghai.cn). Specific deadlines set by each participating university.
